774,000 Jobs: The Executive Does Not Answer To The Legislature -Festus Keyamo


By Franca Joseph (AGENDAWATCHDOG) – Mr Festus Keyamo, Nigeria’s Minister of State for Labour, has slammed the members of the Joint Committee On Labour of the legislative arm of government, following a disagreement on Tuesday, on issues concerning the 774,000 jobs  promised Nigerian youths by the Federal Government, saying that the executive arm of government was not constitutionally answerable to the parliamentary arm .

Keyamo stated this via a statement issued immediately after the face-off, in which he emphatically  stated that the powers of the legislature under section 88 of the 1999 Constitution was only limited to investigations, but NOT TO GIVE ANY DIRECTIVE TO THE EXECUTIVE, and that a Committee or Committees of both Houses does not even possess the authority to legislate binding Resolutions, adding that they could only make suggestions to Plenary, and that even Plenary could not issues orders to the Executive.

Reacting to the purported suspension of the 774,000 jobs to be issued to Nigerians by the Federal Government, which was due to his refusal to privately submit the special public works programme to the lawmakers for scrutiny, Keyamo said the action of the lawmakers was akin to questioning the powers of the executive,  adding that the lawmakers could not determine how the programme was executed.

Keyamo had been invited before before the Joint Committee On Labour to explain the proposed modalities of the Special Public Works Programme that would involve the recruitment of 774,000 people by the Federal Government under the National Directorate of Employment (NDE).
